Yes. The Komaki Flora requires a driving licence and RTO registration because Komaki lists it with a top speed of 55 km/h and also explicitly notes that RTO registration is mandatory. That places it well outside the low-speed electric two-wheeler exemption used for sub-25 km/h models.
