There are several reasons for poor fuel economy. - was the scooter serviced on time? - if its a carb model, is the carburettor choke free? - if its FI model, are the injectors clean? - ensure the air filter is clean as well. - are you riding short distances? like around home? Usually Activa gives 35-40 easily if ridden properly
