Yes, a rider who is 5 ft 3 in can ride a Duke 390, but whether it feels comfortable depends more on inseam, confidence, and experience than height alone. The current 390 seat height of the Duke is around 820 mm in standard form, with an 800 mm low-seat option mentioned on spec pages of KTM, so short
