The main difference is that the Pulsar NS200 feels lighter, sharper and more city-friendly, while the Dominar 250 is the better highway and touring bike. The NS200 uses a 199.5 cc liquid-cooled engine and is tuned for a more aggressive streetfighter feel, whereas the Dominar 250 gets a larger 248.77
