As electric mobility is gradually gaining traction in the country, the Indian Government has decided to offer more exemptions to customers of electric vehicles. MoRTH has now announced that EV owners do not need to pay registration certificate fees anymore. This has been done to improve e-mobility and encourage faster adoption of electric vehicles in the country.
The Ministry of Road Transport had announced the notification stating that all the electric vehicles in the country will be exempted from paying fees for issue or renewal of vehicle registration certificate. Even though few states waived off registration fees as per their state policies, the announcement from the Ministry is said to benefit EV owners across the country.
The decision came in response to the poor sales of EVs in 2021. Despite the initiatives taken forth by the Central Government to lower domestic taxes, offer incentives under the FAME-II scheme and engage in the installation of EV charging infrastructure, the rate of EV adoption in India has been slower than the government's expectations. Hence the new notification became a prominent method to increase EV adoption in the country.

As per the recent reports, the cumulative EV sales for FY2021 was clocked at 238,120 units, down to 19.41 percent when compared to FY2020 which had EV sales of 295,497 units. The reason for the lesser EV adoption in the FY2021 is due to the nationwide COVID-19 related lockdowns. Also, the sales of electric two and three-wheelers dropped to 143,837 units (-5.37%) and 88,378 units (-59%) respectively on a year-on-year basis.
Hence, to encourage EV adoption by citizens, MoRTH announced that there will also be no charges collected for the assignment of a new registration mark for an electric vehicle.
Prior to the new notification, the charges for issue/renewal of EV registration certificate used to range from Rs 1,000 to 1,500 for passenger vehicles whereas Rs.300 was levied for two-wheelers. Also, Rs 5,000 was levied for imported passenger vehicles and Rs 2,500 for imported two-wheelers. However, with MoRTH exempting EV owners from paying fees for issue/renewal of registration fees, the rate at which EV adoption is currently proceeding is expected to increase drastically.
