NOC Limit For Older Vehicles: Major Policy Change To Ease Re-Registration Process

The revised policy will particularly benefit owners of diesel vehicles older than 10 years and petrol vehicles older than 15 years, both of which are barred from plying on Delhi roads as per Supreme Court and National Green Tribunal (NGT) directives. Previously, the rule required vehicle owners to apply for an NOC within one year of registration expiry. Missing this deadline left many vehicles stranded, neither eligible for use nor for re-registration in another state. As a result, thousands of vehicles were left abandoned across Delhi, contributing to road congestion and pollution.
Recognising the issue, the Delhi government decided to remove the time restriction altogether. According to Transport Minister Pankaj Kumar Singh, 'By removing the one-year limit, we're empowering citizens to move their older vehicles out of Delhi responsibly. This decision supports cleaner air and declutters our city roads.'

Government's Broader Environmental Goals
This decision aligns with Delhi's ongoing efforts to curb pollution, especially during the winter seasons when air quality levels dip significantly due to stubble burning and other factors . By facilitating the responsible relocation of old vehicles, the government hopes to phase out polluting engines without penalising vehicle owners who missed the previous one-year NOC window.
Verdict
The removal of the one-year NOC deadline marks a progressive shift in Delhi's vehicle policy, balancing environmental goals with citizen convenience. It ensures that vehicle owners have the flexibility to act responsibly while supporting the city's mission for cleaner air and less congested roads. For thousands of Delhiites with older vehicles, this move provides long-awaited clarity and relief.
