Haryana Plans Green Tax For CV Entering Gurugram

The implementation of the Environmental compensation charge or Green tax by the Municipal Corporation of Delhi soon became a matter of concern to the Haryana Government. The metropolitan authority in response to this taxation by Delhi immediately submitted a petition to the Supreme Court of India seeking a share in the environmental compensation charge levied by Delhi as they shared borders.

Now, the Haryana Government is planning a similar tax policy as that of the Environmental Compensation charge implemented in Delhi. The Haryana Government plans to collect tax from Commercial vehicles entering Gurugram.

Chief Minister Manohar Lal Khattar has initiated a feasibility check whether the proposal is beneficial or susceptible. He has directed the Gurugram Metropolitan Development Authority to consider all aspects and check the feasibility and potential of this proposal by consulting with the Transport department.

"Even though this policy is in its initial stages, if implemented, it could cost a lot to take taxi rides. It is a fact that the cost of travelling in Delhi and Haryana is already at its peak and so, the implementation of such a taxation policy could drown the common man," Says a resident of Gurgram.

GMDA officials have stated that they have already notified the transport department regarding the feasibility of the proposal. However, the authorities can move ahead with the proposal only if the transportation department is ready to consider it.

The environmental charge has been collected by Delhi for all commercial vehicles entering the NCT as per the Supreme Court Judgement in 2015. The charges levied from commercial vehicle owners are used for developing and improving infrastructure that is related to transport. It has been used to create better roads and infrastructure such as for constructing cycle lanes. The GMDA officials stated that the tax collected is also used for checking pollution levels too.

The focus of the Haryana government is to use the tax levied from commercial vehicle users or owners to improve the infrastructure including roads, cycling lanes etc. in Haryana. If this proposal is fast-tracked and implemented, then the government could immediately start on improving the infrastructure and also keep a close eye on pollution levels.
