Is it compulsory to pay handling charges while Amount is charged on EX showroom price? Is there any authority where complaint can be made that these car dealers are charging more amount by saying its mandatory from Government.

Yes, handling charges are compulsory. If you think that the dealer is asking for extra handling charges then you can always complaint it with the Manufacturer or the RTO
